The Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) has officially start to migrate to the OpenOffice.org open source productivity suite starting from 19th March 2008 and adopting the OpenDocument Format (ODF) for all their newly created documents. And by the end of 2008, the agency will uninstall all copies of Microsoft Office.
This is in line with the Malaysian Public Sector Open Source Master Plan, which calls for government agencies to reduce costs, increase freedom of choice and interoperability. To ensure a smooth migration, presently over 80 agency staff have been trained by the Open Source Competency Centre (OSCC). Additional staff will then be trained internally by the IT department, which will also provide support for OpenOffice.org.

First of all your office would not have the same number of headcounts, hence the number of PCs/possible MSO licenses.
Point (2)
And you cannot simply ignore the fact that users of these so called office automation software irregardless of what they are MSO/Oo, are people. People who have been using MSO for dog years needs to be trained. Even I feel like I need to be trained on how to use Oo.
Point (3)
If the company I work for has already purchased a copy of MSO, why shouldn't I be using it? If I don't use it, this would mean I'd be wasting company $$. How would my boss react if he finds out I'm not using company assets purchased with company $$ and it's not being utilized. And with government departments $$ comes from us taxpayers.
Point (4)
We are taxpayers. I don't think I would want to see my $$ that I've paid after being chased/reminded (or even chastised, if I don't pay up my tax) being put to waste, don't you?

To leave a copy of M$O in the PCs are not going to work if MAMPU wants to make a swith. I dare say at least more then 80% of those users will just stick to the old office suite.
I run my office workstations and servers under linux (and of course OOo too). My new staffs will be trying to look for the familiar icons to Words etc, but once they find out that they do not have it installed in their linux PCs, they will stop looking for it and presto, all documents are done in ODT and free from M$ :)

shamu is right. uninstall MSO is not necessary. just install OOo alongside MSO for now and ensure new PC purchases do not include MSO or better still, run Ubuntu desktop.
i smell MAMPU just playing into the OSS tune. surely MS will come calling with a better deal.

funny how they would even consider uninstalling existing ms office. purchasing ms office license means $$$, uninstalling them means wasting $$$, they should just leave those existing copies be
all of these talk about using odf is supposedly to eliminate monopolization (a.k.a. ms) and the high software acquisition cost that they impose, instead mampu is wasting $$$
there has to be a better way, first of all, they should do away with openoffice.org on new PCs
